From the Capitol Floor to the Consulting Room: Meet Greg Curtis, Founder of GTC Consulting

When businesses, associations, and organizations across the country need to navigate Utah's legislative process, they need more than a firm that knows government — they need someone who has been at the center of it. That's exactly what GTC Consulting, one of Utah's leading lobbying and government relations firms, was built to provide. And it starts with its founder, Greg Curtis.

There are people who study government, and there are people who have lived it. Greg Curtis is firmly the latter.

Before founding GTC Consulting in 2009, Greg spent 14 years serving in the Utah House of Representatives — a career arc that took him from freshman legislator in 1995 all the way to Speaker of the House, the most powerful position in the Utah Legislature. Along the way he served as Majority Assistant Whip, Majority Leader, and sat on countless committees, task forces, and working groups that shaped the direction of state policy across nearly every major issue area. He also represented Utah on the national stage through organizations like NCSL and ALEC, giving him a broader perspective on how state-level policy fits into the national landscape — something few Utah lobbyists can claim.

That 14-year tenure in the legislature wasn't just a career. It was a graduate education in how Utah's government actually works — not in theory, but in practice. Greg understands the relationships between legislative leadership and committee chairs, the dynamics of floor debate, the unwritten rules of the appropriations process, and the moments during a legislative session when a well-timed conversation with the right person can make or break a bill. That institutional knowledge is the foundation of everything GTC Consulting does.

Parallel to his legislative career, Greg built a distinguished legal career as a partner at Hutchings, Baird, Curtis and Astill, and spent a decade serving the City of West Jordan as Assistant City Attorney and later City Attorney. He holds a Bachelor of Science in Accounting from Brigham Young University and a Juris Doctor from the University of Utah — a rare combination of legal, financial, and political expertise that gives GTC Consulting a distinct edge in the Utah government affairs space. When your lobbying firm also has deep legal and financial fluency, the counsel you receive is sharper, more comprehensive, and more defensible.

When Greg founded GTC Consulting, he wasn't starting from scratch. He was converting 14 years of relationships, institutional knowledge, and hard-won credibility into a new kind of service — one that gives clients direct access to someone who has sat in the rooms where decisions are made, not just watched from the outside. In the world of Utah legislative consulting, that difference matters enormously.

Since 2009, GTC Consulting has grown into one of the most respected government relations firms in the state, representing clients with national footprints — including organizations like Altria, Allstate, and Pfizer — alongside Utah-based companies navigating state and municipal policy challenges. Greg's approach combines strategic lobbying, deep legislative analysis, and the kind of relationship-driven advocacy that only comes from years of earning trust on both sides of the aisle. Whether a client needs to shape emerging legislation, respond to a regulatory threat, or build long-term influence at the Utah Capitol, GTC Consulting brings the experience and access to make it happen.

Greg's transition from legislator to lobbyist was, in many ways, a natural one. The skills that made him an effective Speaker of the House — strategic thinking, coalition building, clear communication, and an ability to find common ground — are the same skills that make GTC Consulting effective for its clients today. In Utah's government affairs landscape, there is simply no substitute for that depth of experience.

If your organization is looking for a Utah lobbying firm with the credibility, relationships, and track record to move policy forward, we'd love to talk.
