Why GTC Consulting Brought on an Attorney, Lobbyist, and Soccer Coach: Meet Skyler Bell

Most lobbyists come from politics. Skyler Bell came from somewhere more interesting.

Skyler joined GTC Consulting in January 2025, bringing a background that defies easy categorization — and that's exactly what makes him effective. He's a licensed attorney with a JD from BYU's J. Reuben Clark Law School. He's a trained lobbyist representing clients across Utah's legislative and regulatory landscape. And for the past 16 years, he's been a US Soccer Federation Coach Educator, developing coaches and building youth soccer programs across Idaho and Utah.
That last part isn't a footnote — it's a window into how Skyler operates. Coaching at a high level requires the ability to read a room, communicate complex strategy in simple terms, build trust quickly, and get diverse groups of people aligned around a common goal. Those are, not coincidentally, the exact same skills that define great advocacy work.
Before joining GTC Consulting, Skyler spent two and a half years as a Claims Attorney at Prime Insurance Company, where he developed a sharp eye for policy language, risk, and the legal nuances that matter when real money and real outcomes are on the line. Prior to that, he spent a decade in leadership roles with the Idaho Youth Soccer Association — serving as Director of Coaching, Technical Director, and eventually Director of Coaching and Player Development at the Utah Youth Soccer Association — building organizations, developing talent, and navigating complex stakeholder environments across two states.
At GTC Consulting, Skyler focuses on representing clients at the state and local government levels, with expertise in legislative advocacy, policy strategy and analysis, coalition building, and stakeholder engagement. He's equally comfortable analyzing proposed legislation and testifying before a committee as he is building the relationships that make that advocacy possible in the first place.

His path to lobbying is unconventional. His results won't be.
